In addition to natural disasters two things affect the economy more than anything else: monetary and fiscal policies. Fiscal policy and monetary policy represent forms of government intervention to influence market performance. Fiscal policy relates to government spending and revenue collection; monetary policy relates to the supply of money, which is controlled by factors such as reserve requirements and interest rates. If there were a universally accepted set of rules that prescribe appropriate actions to bring and sustain prosperity to the economy the study of economics would have been a positive science, as opposed to a collection of normative beliefs. The study of these policies is normative in nature because fiscal and monetary policies do not necessarily impact everyone equally or in the same way. In other words not everybody loses or gains equally as the result of fiscal and monetary policies. Nevertheless, there are non-normative economic theories that explain the expected outcome of specific fiscal or monetary policies. The economists that advocate for fiscal or monetary policies generally agree on the economic consequences produced by each policy when implemented. What differentiates the economists is the degree to which they believe in the effectiveness of the policy, their ability to know the extent of the need that it is intended to address, the proper amount of intervention required in order to effect the desired correction, and the length of the time it would take to see the consequence of the policy.     The Great Game, a coinage credited to the British officer Arthur Conolly (1807–42), refers to the nineteenth-century rivalry between Britain and Russia as each power sought supremacy in Central Asia. In a climate of tension and suspicion that the Russians might attempt to invade India via Afghanistan, Conolly, returning from sick leave in England, embarked in 1829 on an expedition through the region. His narrative provides observations on the various Asiatic peoples he encountered, including the social, religious and political aspects of their cultures. The risks that Conolly faced were underscored some years later, when he was captured and executed in Bukhara. Volume 2 recounts the time Conolly spent in Afghanistan. It was first published in 1818 in an edition by the antiquarian William Bray; this three-volume version of 1906 was edited by Austin Dobson (1840–1921), the author and poet who also wrote the volume on Henry Fielding in the 'English Men of Letters' series, among many other literary biographies. In an extensive preface, Dobson explains his reasons for revisiting a work which had already received much editorial attention, and his introduction gives a short biography of its author. Volume 1 begins with Evelyn's own memoir of his early life: regular entries commence in 1637, when he was a student at Oxford, and end in France in 1646.

    This collection of accounts of excavations in Kent was privately printed in 1856, with a preface and introduction by Charles Roach Smith (whose Illustrations of Roman London is also reissued in this series). Its author, Bryan Faussett (1720–76), was a wealthy clergyman who used his leisure time to dig on Roman and Anglo-Saxon sites on the east Kent Downs: in all, he investigated over 750. His energy (and luck) led to some extraordinary discoveries, including (in 1771) the Kingston Down brooch, the largest gold and jewelled brooch ever discovered in Britain. Unusually for his period, he kept full records of all his finds, including the important but non-valuable grave goods and bones. His collection stayed in his family until the 1840s, when it was offered to the British Museum but rejected. His Anglo-Saxon antiquities were then purchased by Joseph Mayer, who also arranged for Smith to edit the Inventorium.

    The antiquary and artist George Petrie (1790–1866) was one of the founding fathers of Irish archaeology. Having trained since childhood with his painter father, he began to travel around the country, sketching landscapes, monuments and ruins. He later worked for the Royal Irish Academy, and then for the Ordnance Survey, organising the publication of essays on the historical monuments it mapped. His interests extended from architecture and ecclesiastical history to ancient music and Irish wolfhounds, and he was at the forefront of efforts to preserve endangered historic buildings. In particular, his studies of the round towers of Ireland successfully demolished many myths about their building and purpose. This biography, published in 1868, was written by his friend and companion on many antiquarian expeditions, William Stokes (1804–78), the distinguished physician who was one of the first to introduce Laënnec's stethoscope into the British Isles.

    'Stow's Survey' is a historical work readily identified by this familiar name alone. John Stow (c.1524–1605) was a Londoner, a member of the Merchant Taylors' Company, but spent most of his life accumulating manuscripts and other historical records. His great work, A Survey of London, was published in 1603, and is reissued here in the two-volume version edited by C. L. Kingsford (1862–1926) and published in 1908. Kingsford, a government education official, was also a writer for the Dictionary of National Biography, to which he contributed over 300 entries. His Chronicles of London (also reissued in this series) was published in 1905. In Volume 1, Kingsford's preface explains his editorial practice; he also provides an introduction including documents illustrative of Stow's family background and life, and a bibliography of sources. Stow's text begins with general essays on London's history, and follows with a ward-by-ward description.

    The Oxford bookseller and publisher John Henry Parker (1806–84), a supporter of the Tractarian movement and a friend of Cardinal Newman, was also a historian of architecture, whose two-volume Glossary of Terms Used in Grecian, Roman, Italian, and Gothic Architecture is also reissued in this series. In 1851, he published a volume on English domestic architecture from the Norman Conquest to 1300 by the antiquary Thomas Hudson Turner (1815–52), and on Turner's death he completed the second volume, on the fourteenth century, himself. Volume 1, after an introductory chapter about pre-Conquest buildings, discusses architectural plans, features, building materials and techniques of the twelfth and thirteenth centuries, and gives examples of surviving buildings, from grand to modest, all over England, as well as reproducing documents throwing light on the painting and decoration of medieval buildings.

    Prior to its publication in 1830, the draft of this work by Sir Henry Parnell, later Baron Congleton (1776–1842), was praised by John Stuart Mill, who said he could 'not see that it is possible to lay down the principles of political economy more broadly'. Chair of the select committee on public income and expenditure during the Duke of Wellington's first ministry, Parnell called for greater retrenchment and reduced taxation.     The area inhabited by the 'eastern Libyans' of this 1914 work stretches from the Nile valley westward along the coast of north Africa to the western end of the Gulf of Sidra. Libyans had long been portrayed in ancient Egyptian art as a separate race, and the American archaeologist and ethnographer Oric Bates (1883–1918) attempts in this book to identify them as an ethnic group inside the 'Hamitic' family, and to collate and discuss the archaeological and linguistic evidence for their interaction with the massively powerful Egyptian empire. Bates begins with a geographical description of the region, and then examines evidence for the Libyans' origin, using both Egyptian and later Greek writers' comments on their language to suggest that this was an ancient form of Berber. As he states in his preface, the object of his book is 'to furnish a general view of all the surveying and other geographical operations in India from their first commencement', so that there was a ready source of information on work already done, both for readers of current surveys and also for the surveyors themselves. Markham begins with the earliest European exploration of the Indian Ocean, including the earliest voyages of the East India Company. Systematic land surveying in India, begun by Major James Rennell, remained in military hands through the period of the trigonometric and topographical surveys, and Markham also covers the geological, archaeological and astronomical surveys of the subcontinent in the nineteenth century.

    Margaret Benson (1865–1916), the fourth of six children of the archbishop of Canterbury E. W. Benson, was a brilliant scholar at Oxford who found an escape from the conventional life of housekeeping for her father when she travelled to Egypt for her health in 1895. She obtained permission to excavate a site, of which she candidly admits that the authorities had no expectations (or they would not have entrusted it to such inexperienced amateurs). She and her close friend Janet Gourlay (1863–1912), who had briefly studied archaeology under Flinders Petrie, published this account of their discoveries at the temple of Mut at Karnak in 1899. It contains an overview of the site and its context in Egyptian history, with an account of the three seasons of excavation and a section on Egyptian religion.     Classical Latin appears to be without regional dialects, yet Latin evolved in little more than a millennium into a variety of different languages (the Romance languages: Italian, French, Spanish, Portuguese etc.). Was regional diversity apparent from the earliest times, obscured perhaps by the standardisation of writing, or did some catastrophic event in late antiquity cause the language to vary? These questions have long intrigued Latinists and Romance philologists, struck by the apparent uniformity of Latin alongside the variety of Romance. This book, first published in 2007, establishes that Latin was never geographically uniform. The changing patterns of diversity and the determinants of variation are examined from the time of the early inscriptions of Italy, through to late antiquity and the beginnings of the Romance dialects in the western Roman provinces. This is the most comprehensive treatment ever undertaken of the regional diversification of Latin throughout its history in the Roman period.

    Gabriel Ferrand (1864–1935) travelled widely as a French diplomat and pursued scholarly passions as a polyglot orientalist. He served as consul to Madagascar and published several works about the island, noting the Arab influence that preceded the arrival of Europeans. A member of the Société Asiatique, and editor of its journal from 1920 until his death, Ferrand sought in particular to make Arabic geographical and nautical writings more accessible to fellow scholars and students. Forming part of that project, this work appeared in two volumes in 1913–14. It presents annotated French translations of mainly Arabic texts relating to the Far East. Brief biographical notes on the authors are given for the benefit of non-specialists. Volume 2 contains texts from the thirteenth century onwards, and includes a section of translated extracts from Chinese, Japanese, Tamil, Kawi and Malay texts.
